I am just wondering do I have to get a marriage license before we get married on the 28th November this year?

The short answer is you do and your registrar/minister will arrange this for you. To marry in the UK you need to give notice of your intention to marry and you must be able to prove that you are legally allowed to wed - that is that you are single, divorced or widowed, over the age of consent and not related to your fiance. Once you sign the marriage register after taking your vows, your marriage becomes legal.
